yes and no
u can do a voip call from net and terminate it in abroad.
u can do a voip call from net and terminate it in India using a foriegn no.
but u cant use a local voip no. and terminate the call in India itself.
and
for all the above u can't call a voip no. from your current telco number now.

To put it practically now non telco ISP's like fivenet and beam can offer VoIP no. like any other normal LL no. in India.
